No plugins directory... ?

I am trying to install a plugin but there is no plugins directory and no $plugins = array(); in the config.php. Can I just add these and cross my fingers? This is an installation in Ubuntu from the Repositories. Its version 0.8.6h with all patches applied.

At first you 'll have to install Jimmy's plugin-architecture. Go to http://cactiusers.org/wiki/Homepage.
