when power cut, the cacti server reboot unusual,

the cacti can't work, may be some problem with mysql,

It is usual situation with mysql that corrupt tables after crash.
Run repair from cli, with command:

Perhaps that would be not bad idea to add option to repair DB through cacti interface in "system utilities" menu, since we are using mysql...
