Is it possible to decouple Cacti from RRD? Is it possible to store the data in an RDBMS? I don’t mean the configuration information.

Short answer: No
Long answer: Cacti calls itself an rrdtool frontend. That's why nobody has tried to replace rrdtool by RDBMS. And, of course, if you would do so, you'd not only had to re-invent all those consolidation stuff but graphing as well. All this is done using rrdtool.
