Cpu total help

Is there a way (linux machine) to have thold read the total value of cpu used?

Currently I only see the option to watch user, system and nice. My issue is that sometimes my machine will use up 40% user cpu and 50% system resulting in a total of 90% cpu usage. Can this be set as a thold (total), or maybe idle (if idle is 10% send alert).
