This shows, that the target you've created does not respond properly to SNMP requests. Solution is twofold:
1. You do not want to create SNMP based graphs on this host (e.g. traffic graphs ...). Then simply omit the community string. "SNMP not in use" will be displayed instead of the error
2. You do want to get SNMP based data. Then, you should setup the snmp daemon on the target system. Please find attached a commented RHEL4 /etc/snmp/snmpd.conf which I just confimed to work on my system
