Is this the easiest way to get cacti to work?

I'm having real trouble getting this running - I've been through the instructions (though not those complicated ones listed by 7echno7im) and it seems to install without any hassle, but when I go to the myip/cacti/ I get a blank page....

Not exactly apt-get install simplicity... which is what I was expecting.

However, I'm new to this linux stuff - so far set home server up with slimserver, samba....

I tried many, many times to get all of the easy install instructions to work on ubuntu server and never once got any of them to work fully. Thta's why i wrote my own. If you are using Uubntu desktop, you can follow the XAMPP ones, but trust me when I say, I tried it many times. About 10 rebuilds on virtual servers before getting it right.
