installing the weathermap

Hi,

I couldnt see weathermap bar up, I unzip the weathermap under plugins and added

$plugins = array();
$plugins[] = 'weathermap';

But nothing happens. And there is nothing under admin user to enable weathermap.
Can admin of the forum add a static information about installing plugins to womewhere
