I added rrd.log to my log rotation under logrotate.d. My current log is 782M in size.
Other than logging, does it serve any active purpose? Can I empty it out on occasion?

It's good for diagnosing and troubleshooting only in most of cases. If you have stable cacti environment you can just turn logging off.
