install problems or use after install

I have installed cacti on a win 2000 machine and after logging in I get the following line

No input file specified.

the url has changed to http://win2k/php/php.exe

I don't see any user interface at all

I have ran many other php programs on this box with no problem
infact is is running mrtg all of the time with a static updater

any help ?
