I am running both a pre-release and .68 on my network in production. I wanted to upgrade my pre-release (april 2) to the latest.
I installed it to a different direcetory, created a new db with appropriate perms, imported cacti.sql and then did a mysqldump of the old database in order to import it into the new one. I then went to the new page /cacti-test/ and followed the instructions. I chose the upgrade from pre 8 to pre 8 and verified the program settings. Unlike my upgrade from .68, I was not prompted for the old db location, nor did it find any devices/info. I am now able to log in as the default admin, but there is no data. I tried to import the dump from the old db, but it complained about the tables, etc.
Also, while on the subject, I see no reason why I would not be able to run 2 versions of cacti simultaneously on the same server (for testing purposes only). Am I correct in assuming this?

You are correct, you can run as many versions of cacti as you want on the same server.
About upgrading from 0.8-pre-xxxxxxx to 0.8-pre-xxxxxxx, there is really no formalized prodedure. I recommend dropping your 0.8 database, and re-importing it from the fresh cacti.sql for every pre-release update. You can then do your 0.6.8 import again if nessesary.

Will the database structure be the same? I like the templates and other extra features that 0.8 has but am concerned that when I go to upgrade, by dumping the db and then importing it in the fresh one I will lose data or the databases will not match.

No, the database structures will not always be the same between pre-releases. Don't worry though, in final versions I will provide the nessesary code to update your old database to the new.
