I having a problem to run this script, the log says:

You need to enable socket support in PHP to resolve the socket error in the log file. Also, does the account your poller runs under have access to WMI on the remote host ?
If you are using Apache on Windows, then the service accounts may need to modified to use an account that has access to WMI. As BSOD2600 suggests above your post, this is more likely a permissions issue.

this template must run cacti for windows?!
i'm use cactiEZ,imported these templates,but in the Data Input Methods,script display "c:/perl/bin/perl.exe <path_cacti>/resource/script_queries/Lit_W32_OS.pl <hostname> get MaxProcessMemorySize,TotalVirtualMemorySize"
why?

I've gotten this to run on Linux.
I've attached the XML and the script you'll need to run this.
You will need the check_nt binary and NC_Net running on the windows machine. The latest one is available from http://sourceforge.net/projects/nc-net, the one from the shatterit site will probably not work.
