I started again from scratch and removed all of my imported shaper templates. I redownloaded the zip file from page 1 and re-imported it. I see Associated Data Queries dataqueryshaper2 so I added it to the create graph. Now I get
+ Running data query [11].
+ Found type = '3' [snmp query].
+ Could not find data query XML file at '/var/www/cacti/resource/snmp_queries/classes2.xml'
+ Error parsing XML file into an array.
+ Could not find data query XML file at '/var/www/cacti/resource/snmp_queries/classes2.xml'

Where is classes2.xml?
