 Post subject: Cacti doesn't collect data anymore after upgrade

I've recently updated our monitoring server (Centos 6.9), and that included an update from Cacti 0.8.8 to 1.1.6
Ever since then, the graphs don't get any new data, and the log is full of messages about "poller run time of 58 seconds exceeded".
It's a rather tiny setup, with just 7 devices (2 firewalls, 4 switches, 1 load balancer), and server performance is no issue.
I've experimented with poller thread numbers, OIDs per request, switched between spine and cmd.php, with no improvement at all.
As a final stupid move, I've deleted the existing devices and added them from scratch, which now gives me a nice long list of "rrd file not found",
most probably because the rra won't get written if no data can be retrieved from the device.

I've looked into the traffic with tcpdump, which gets me messages like this when the poller starts running:
09:00:08.769583 IP > [len1468<asnlen2085]
09:00:08.777268 IP > [len1468<asnlen2456]
which I interpret as "bad SNMP data, packet length mismatch", where the poller simply waits for the rest of the packet and then gets killed by the timeout.

However, when I add a new device, and Cacti does this "get basic device information" SNMP query, things look ok:
08:46:53.268665 IP > C=myrocomm GetRequest(28) .
08:46:53.269147 IP > C=myrocomm GetResponse(35) ."MY-FW01"

I've tried turning bulkwalk off, I've tried switching the devices to SNMPv1, all to no avail.
When I bulkwalk the IP from the shell manually, everything delivers correct results and the tcpdump looks sane.

Does Cacti use different SNMP code for the web configurator than for the poller?
Can anyone point me in the right direction to track this issue down further?
