The cacti SVN page: http://www.cacti.net/svn.php does not mention how to access the plugin SVN? Also, how do I create an account within the SVN?

Click the link at the bottom, and then on the svn page change the dropdown in the upper right.

It should be the same, except that instead of /cacti you have /cacti_plugins
We have actually moved multiple of them to Git already, so depending on the plugin, you might try there instead. Just as an FYI, its certainly possible for SVN versions of the plugins to be completely broken / unstable, as that is mostly the developmental area.

so if I use my github account I can checkout and make changes, then publish back to git my changes?

also, since I have your attention, is there a document for cacti developers? I am trying to debug my contribution to Thold, but I cannot tell when cacti is in debug mode. I tried "global $debug" but it did not work.
