Since u are using spine, you can set to use ICMP ping instead.
But you need to set the spine (should be in /usr/local/spine/bin/spine) to have +s executable.
Do this in root, use sudo:
chmod +s /usr/local/spine/bin/spine

What u have encountered...I suspect is similar to what I have encountered. When u enter the "Email message" with characters of " ' ", it will get ignore/crash and thus, the whole rule will not get saved. If u created a rule without the " ' " and save, the rule will get saved. But if u edit the Email...

Suspect either your cacti unable to ping your targeted host (drop the packet) or your cacti cannot ping out (either cacti's system firewall or your targeted host firewall blocking it)
