I don't know of any plugin that would do such a task. But maybe you could use rrdfetch from RRD tools package as a basis for your own plugin.

With log level set to "MEDIUM" or higher, the return value of every data polling task is logged. I would guess that the script still runs into timeouts, despite your increase of the maximum execution time of the poller script.
Have you checked the cacti log? (If necessary, after increasing the log level.)

To the best of my knowledge, RRD databases cannot store string data. (Only numerical values.)
But depending on the meaning of this string, maybe you could try to include it in the cacti template, for example in the graph title.
