Your database is missing some mandatory settings. Set the version back to the previous version by updating the version table and then execute the upgrade from the GUI, and you will see the errors. You should grep weathermap for graph_image.php. if you find that, it's using the standard API's.

Grab the latest branch 1.2.x or 1.2.8 and try upgrading again. 1.2.8 should be released in next 48 hours.

MariaDB 5.5 or MySQL 5.6 or better required for Cacti 1.x.

Must be a timeout issue then, though it should output a U in that case. I'm not sure about this one honestly. You may have to do some advanced debugging by instrumenting your code.

Basically, there is an option to not load MIB's. Do this test:
export MIBS=none
snmpwalk -c ... -v2c hostname oid
or
snmpget -c ... -v2c -On hostname oid
What is the output after that?

Re-importing should not impact rendering per-se. You should always preview templates before re-importing them so that you don't do something you don't want to have happen, happen.

It would make me surprised in Howies plugin did not know about the on-demand updating and take action before parsing the RRDfiles. I would consider that a bug.

Mikrotik's have customer monitoring scripts and plugins. So, you have to either install the Mikrotik plugin along with it's bits and pieces, or at least get the monitoring scripts. I would suggest you install the Mikrotik plugin and start over.

That' seems odd, it's as if the web user does not have write access to the RRDfiles. So long as weathermap uses the standard graphing API, the RRDfiles will be updated by Apache.
