I upgraded from 0.8.8g to 1.1.33 with no issues, however, did not use the same server.

On a new Windows Server, I used the Cacti Windows Installer, restored the mysql backup over the new database, and then followed the wizard via the Cacti Post-Install shortcut.

Thank you fbourqui, the old ss_docsis_stats.php stopped working after the upgrade from 1.1.38 to 1.2.1, but this fixed it.

@BSOD2600, I noticed the defaults file my.ini changed location from "C:\Program Files\MySQL Server 5.7\my.ini" to "C:\ProgramData\MySQL\MySQL Server 5.7\my.ini".
