Did you install from the installer or just cacti as a standalone? You'll need to have MySQL in order to get Cacti working. If this is a fresh install I would recommend deleting it and using BSOD2600's installer since it will install all the peripherals you need and configure them.
After reading just about every post made in the past year, I think the issue for me lies somewhere in the install. Every other setting I've gone from the ground up and made sure was correct, except for those involving the install. I already had mySQL 5.7 on the cactihost and couldn't delete to reins...

It looks like the second photo you shared may be a custom template, where did you get that photo from?
Went through my test servers, verified and double-checked everything was alright and replaced 'localhost' with '127.0.0.1' in each. Went through and checked everything. Port 161 is open through windows firewall for SNMP on all servers. All instances have the proper IP address of the server/servers they're connected to. As cool as those look, I'd like to get the snmp service working first before I move on to getting more information to deal with and configure. Enabled debug level of logging and am getting these returns for one of my servers that's only responding over icmp ping.
Ok, last question then. Is there anything except snmp permissions that I need to have on the devices I'm attempting to monitor? I also did a manual install since the auto-installer wanted me to delete mysql and reinstall.
The Paessler snmp tester makes you input the snmp version and community string in order to attempt snmpwalk, I played with the snmp version early on in cacti before I used that tool to figure out the servers run v2c. If you know where to go to edit the actual snmp version settings I can give v3 a try.
