For cacti log you have to increased the log level to debug for one polling cycle. But I don't think you'll find there more information. Goto a graph and enable Graph-Debugging. What is RRDTool telling you? Not the Graph Management, Choose a graph within the graph management. Then chooseTurn On Graph Debug Mode. But there are still bugs inside, like you cannot delete a graph items within the web interface.

The version (A) you installed on your machine must match the settings (B)within the cacti web console. (A) is 1.2.x, because you told us it is rrdtool-1.2.30-bin-w32.zip (1.2.30 == 1.2.y2) (B) is ?? Again - You were asked and recommend what is your RRDTool setting in Console/Configuration/Settings/General. You need there the same version as you have installed, which is obviously 1.2.x.
