There are a couple of bugfixes which have to do with special characters and exports in 0.8.7f. Maybe an upgrade solves you problem - but I do not know for sure. have you tried to remove the special charakter from the graphtemplate? bug#0001522: Special characters break parsing of template data bug#0...

This is from a docs-site to a similar problem:
Contrary to previous versions of Cacti, you must not put Cacti in your PHP include path. Check your php.ini file to make sure there is not something like include_path = C:/Apache2/htdocs/cacti.
