Seemed to be lots of issues regarding db upgrades from 8.x, but I've made it through most of them. I still get errors but it's functional at least.

The one issue that's driving me crazy however is that many of the links on the web pages won't work unless I open to a new tab or page. When I click on Consoles > Devices, for example, it displays the link when the cursor hovers over it, but nothing happens when I actually click it. If I right click and select "open in another tab" or "open in another page", it works. Is this by design (which would be strange as some buttons work when clicked on), or some kind of error to track down?

You are likely getting javascript errors and when they happen, it breaks other functionality. Check the browser console for the errors in the developer tools
