I have been tasked by the boss with migrating our Cacti installation to a new VM as the old one is badly outdated from an OS perspective. I have built a couple of graphs in the system before but beyond that I am completely unfamiliar with how Cacti runs.

Some information:

Old Installation: Debian 5 Lenny > Cacti .8.7g
New Installaiton: Debian 9 Stretch > 1.1.28

I spun up the new Deb 9 box today and followed this guide to install Cacti 1.1.28 with Spine. But I am not getting the homepage to come up. After running the last commands I go to the address x.x.x.x/install and there is no green border but all the text is correct. I run through that and do finish. It then redirects to a login page with no graphics. I login in admin/admin and then get a 404 error.

Not Found

The requested URL /cacti/auth_changepassword.php was not found on this server.
Questions:

The biggest question is how can I backup all of my existing information on the old version and then import it into the new version.

If anyone could point out a simple guide I would be appreciative or tell me that what I want isn't possible and I have to rebuild everything. I would assume that at least some things I will be able to grab from the old installation to help even if I can't do a simpleish migration.

Thanks in advance.

Cacti started with upgrade support only in the 0.8.8 branch, 0.8.7g is before my time, I don't know if cacti can be upgraded automatically

If your old setup was installed from the Debian package than I recommend AGAINST trying to follow the upstream install procedure AND use your old info. Please read the FAQ linked in my signature for why. Even as the Debian maintainer, I don't know what you would need to do to match the stuff. It is also not needed because I provide backports for Debian Stretch via the official backports archive. Again, see my sig.
