Hi All;
I managed to install the latest version of Cacti (1.1.5) on Oracle linux with RRD tool 1.4.8-9.el7.
now, after going through the URL (http://docs.cacti.net/manual:100:2_basics.1_first_graph#my_first_graph), I was able to add the device and create the graphs.

the problem now is that when I select any graph to display, the graph shows me the following error message instead of plotting the graph (Note that the report templates are the ones coming with the distribution out of the box, not my own developed templates).

the report template used is the OTB (Interface - Traffic (bits/sec, Total Bandwidth))

I checked and I found that the RRD Tool version installed was 1.3.8-10.el6 not 1.4.8-9.el7.

So, I upgraded the RRD Tool using the command (yum upgrade rrdtool), and it was updated to 1.4.8-9.el7 successfully.

when I tried to reopen the graphs after the upgrade, the error was changed as per the screen capture below
