Upgraded a 2012r2 server from cacti 1.1.36/spine 1.1.36 to cacti 1.1.38/spine 1.1.37 using the package https://www.cacti.net/downloads/packages/Windows/ for spine. Spine didn't run vary well after the update, 1 [main] spine 3152 child_info_fork::abort: E:\Spine\cygnetsnmp-30.dll: Loaded to different address: parent(0x3F0000) != child(0x420000) was repeated many times.

Long story short, rolling back cygnetsnmp-30.dll from the 3/10/18 601KB version included in spine 1.1.37 to the 7/30/15 578KB version in the spine 1.1.36 package works for my install. Not sure if there is some other dependency needed for this dll that needs to be updated but this might help someone else upgrading.

thanks for the heads up. I just checked the latest cygwin updates and nothing about net-snmp.
if you have time, could try building the beta 1.2.0 release from https://github.com/Cacti/spine . or if you have a good repro, post the details on github.
